III.           Position and Function

Thua Thien Hue Industrial Zones Authority is one of bodies of the Provincial People’s Committee, acts as a counselor for the Provincial People’s Committee in state management directly to industrial zones, enterprises in the industrial zones, enterprises in export processing zones according to the regulation, plan, project approved by the competence bodies; supplies investment services for foreign and domestic individuals, organizations investing in industrial zone; does some functions and duties according to authority of the Provincial People’s Committee and the law regulations.

Thua Thien Hue Industrial Zones Authority is guided, managed in organization, personnel and work by the Provincial People’s Committee, simultaneously is direct and check in professional knowledge by the ministries and branches concerned.

                  IV.            Duties and authority

1.                 To build the Regulations of Industrial Zone on the basis of sample Regulations promulgated by the Ministry of Planning and Investment to submit the Provincial People’s Committee for approval.

2.                 To organize, build and manage the implementation of particular, progressive project on constructing and developing the Industrial Zone including: developing project on infrastructure composition work, project on career arrangement; to take part in developing infrastructure composition work concerning outside the Industrial zone and residential quarter serving the labours in the Industrial Zone.

3.                 To supervise, check the construction of infrastructure composition work inside and outside the Industrial zone, so as to guarantee to build and operate synchronously according to the project scheme and progress approved.

4.                 To help and stimulate investment in Industrial zones.

5.                 To receive the application of investment enclosing the investment project, to consider and issue the investment licence for foreign and internal investment projects according to the authorization.

6.                 To check, investigate the implementation of investment licence, processing deal contract of product, service supply contract, business contract, economic disputes according to requirement of the people concerned.

7.                 To coordinate with the State management bodies of labour in checking, investigating law regulations on labour contracts, common labour agreement, labour security, wages.

8.                 To manage the service activities in the Industrial zones.

9.                 To agree with the Industrial Zone infrastructure development company on setting the land re-rental price going with constructed infrastructure composition work, service expenses at the current policy and law.

10.             To grant, adjust and revoke the certificates belonging to the competence or according to the authorization; grant, adjust and revoke the licences according to the authorization.

11.             To be invited as the representative to attend the meetings of the authority directly under the Government and the Provincial People’s Committee discussing the formation, construction, development and management of the Industrial zones

12.             To report periodically and annually by the regulation of law on situation of establishment, construction, development and management of the Industrial zones to the Provincial people’s Committee, Ministry of Planning and Investment, the relevant governmental agencies.
